Decision Rights Before Org Charts
Reorganizations fail at the decision, not the box.
When work is slow, the instinct is to redraw the org chart. But in most stuck organizations the boxes are fine and the decisions are homeless. Work stalls at every handoff because three people can say no and nobody can say yes.
Mapping decision rights first changes the conversation. For each stage of the work, name the decisions that happen there, then give each decision a single accountable owner, the people who must be consulted, and the people who are informed. One accountable owner per stage, no committees hiding inside a RACI.
Once decisions have homes, the structural question becomes concrete: does the current structure put owners close to their decisions? Sometimes the answer is yes and no reorg is needed at all, which is the cheapest transformation you will ever run.
